Standard Form 330 replaced the familiar SF254/255 on June 8, 2004 as the only form for submittal of A/E qualifications for federal projects. More than just a routine update of a government form, SF330 places critical new emphasis on the relationships between people, firms, and projects.
If you want to win federal projects, you need to understand the importance of these relationships and know how to illustrate them clearly on your submittals. How much experience do the A/E prime contractor and the proposed subconsultant team members have working together? What experience do the proposed key personnel have working together on past projects? How do you choose example projects that are relevant to the proposed project? What roles did the proposed key personnel fulfill on the example projects?
Federal contracting officers and project managers know from experience that design teams with a history of collaborative team experience and prior experience on similar projects produce better results. Standard Form 330 is designed to highlight that experience and those relationships for firms seeking federal contracts, making it easier for federal agencies to find the right A/E team for every federal project.
